This project was approved and funded by Agriculture and Agri-Food Canada's Advancing Canadian Agriculture and Agri-Food Program (ACAAF) under the Seed Sector Review Phase II to advance the evolution of a modern regulatory environment for Canada's seed sector.
Creation of an Ongoing Consultative Process
The creation of an ongoing consultative process to deal with regulatory and other policies affecting the seed sector was a central recommendation of Phase 1 of the Seed Sector Review.
To address issues effectively in today’s world, organizations and industries must have the capacity for institutional collaboration as well as the capacity to develop multi-disciplinary solutions to complex problems. This is particularly true in the seed sector, given the complexity of issues and the diversity of interests. The creation of an ongoing consultative process, which has as its core aim the convening of parties, consultation and consensus building, will provide a dynamic forum to facilitate effective engagement between seed sector stakeholders in order to provide advice to government on matters of regulatory change, policy development and non-regulatory alternatives and options.
The creation of this body is particularly essential to the creation of a more flexible and timely regulatory environment. The proposed body offers a valuable tool to government:
- It will provide important policy advice.
- It will provide government with an efficient interface to the Seed Sector.
- It will facilitate an industry consensus view on policy proposals.
- It will provide cross-cutting support to the agendas of the three crop value chain roundtables.
