SEED SECTOR REVIEW PROJECT
The Report of the Seed Sector Advisory Committee

The Report of the Seed Sector Advisory Committee is an assessment and analysis of the regulatory environment that governs the Canadian seed sector. It provides a comprehensive series of recommendations to modernize and streamline the entire seed regulatory framework. Together, these recommendations help provide a common understanding of the sector's future with an eye to improved regulatory responsiveness that will help Canada's agricultural industry keep pace in a global environment.



OVERVIEW OF SEED SECTOR REVIEW

BACKGROUND
In early 2003, the Canadian Seed Growers Association (CSGA), the Canadian Seed Trade Association (CSTA), the Canadian Seed Institute (CSI) and the Grain Growers of Canada (GGC) collaborated in the submission of an application to Agriculture and Agri-Food Canada's Canadian Adaptation and Rural Development Fund. The Canadian Food Inspection Agency (CFIA) also contributed to the proposal, committing to provide in-kind support, including professional expertise, staff services and office infrastructure. This proposal was successful and the Minister of Agriculture and Agri-Food Canada awarded a $600K contribution to the project.

The primary objective of the project was to conduct an industry-wide assessment of the Canadian seed sector and Canada's seed regulatory environment in the global context. The more specific purposes of this assessment were:

APPROACH
The project plan being undertaken by the four associations has had a number of key elements.

An 18 member Advisory Committee provides core directions to the process. The primary role of the Advisory Committee has been to develop a strategic outlook for the seed sector based on the members' own perspectives and vantage points; data collection of the policies and practices of foreign industry and governments; and consultation with a broader base of Canadian seed industry, government, academics, provincial governments and civil society.

WHERE ARE WE NOW
The Advisory Committee held 4 meetings, July, October and December, 2003 and March 2004, in Winnipeg, Manitoba. The first meeting involved an initial conversation regarding an environmental scan and the implications for the Canadian Seed Sector. The members also identified a number of key result areas. These represent the overarching goals or results that the industry must achieve to be successful over the mid to long term. The report of this first meeting is on this website.

The second meeting in October, 2003 served to discuss three Key Result Areas in more detail: Regulatory Flexibility and Timeliness, Supportive Environment for Science and Innovation, and Profitability of the Sector.

The third meeting in December, 2003 continued the discussion with K.R.A.s four and five which addressed Consumer Acceptance and Consumer Confidence.

The fourth and last meeting in March, 2004 enabled Advisory Committee members to review all of the discussions and findings and to shape a number of consensus recommendations. These recommendations form the highlights of the final report of this Phase of the project.

Survey 1 - now closed
This survey was an environmental scan of the industry. It asked for views on issues, trends, strengths, weaknesses, etc. The summary of responses to this survey are posted on this website.

Survey 2 - now closed
Survey 2 focussed on the key issues raised and directions suggested for the future arising from the first survey and the Advisory Committee discussions.

Survey 3 - now closed
The third and final domestic Survey 3 will begin in May 2004. It will present the principal findings of the Advisory Committee regarding the future of the seed sector and its thinking around an enabling regulatory framework, as contained in the Seed Sector Review Report. Interested parties will have approximately 3 months to provide their comments and suggestions on this report.
