SURVEY 3

The Report of the Seed Sector Advisory Committee presents an assessment of the sector as well as a discussion of four key result areas and related recommendations.

The Report constitutes the views of the Seed Sector Advisory Committee as informed by their own experience, their discussions and debate over the course of four meetings, the inputs received from Surveys I and II, as well as results from several regional and sub-sectoral consultation meetings. At a substantive level, the Report aims to present a long-term vision for the seed sector and priorities for industry and government action over the next few years.

As the project starts to shift gears from Phase 1- Study, to Phase 2 - Implementation, it is important to provide an extended opportunity for comment and feedback on the report.

The purpose of Survey III is to facilitate this comment process. Interested parties may also submit briefs, addressing them to any one of the four sponsoring organizations. Addresses are available under "Contacts" on this website.

The scope of this survey is feedback on the Report, input on priorities and input on the proposed Permanent Consultative Body.

A. Overall Comments/Feedback

(i)   Of the four Key Result Areas, which is most important to the well being of the sector?

(ii)   Looking at all four Key Result Areas, what recommendations do you most strongly support?

B. Input on Priorities for Action

While the Report looks out 10-15 years in terms of vision and direction, many recommendations speak to action in the 1 to 3 year time frame.

C. Permanent Consultative Committee

One of the most important recommendations in the Report is the creation of a permanent consultative body. This body would organize and coordinate consultation within the sector on key issues and would also act as the primary interface with government on all matters related to the Seed Sector. Page 27 to 29 of the Report discuss the concept of the proposed committee in more detail.

(ix)   What principles or criteria should guide the decision on the composition of this permanent committee?

(x)   Appointment means:

(a)   How should members be appointed to the Permanent Committee?

(b)   How should the Permanent Committee chair be appointed? For example, appointed by the Management Steering Committee, recruited by the members of the Permanent Committee, elected from within the Permanent Committee membership, etc.

(xi)   Any other suggestions to improve the representation of members, the transparency of process, the efficiency of operations, or the legitimacy of decisions and actions?
